Technical Superintendent

Samsung 12000 Double Hull;  Drill Ship "Santa Ana" Dual A dynamically-positioned 3;  Dual Gradient Drilling (DGD) Ultra-Deepwater Drilling contractor.  Maintain control over the rig’s Rig Maintenance System (RMS) and associated computer database.  Coordinate periodic maintenance activities with the Rig Manager and other department heads Plan the service and maintenance of equipment according to the RMS guidelines.  Ensure that reports for repair and maintenance of equipment are accurate and complete.  Carry out classification society surveys as part of continuous survey of machinery.  Liaise with the marine department regarding the loading, ordering and use of fuel, potable water, and drill water in consideration of the rig’s stability.  Ensure that the permit to work and isolation systems are strictly adhered to in the maintenance department.  Responsible for budgetary control of the department.  Supply information for maintenance and repair budget.  Exercise fiscal responsibility with regard to maintenance budget.  Inform the Rig Manager and department heads of any technical problems or limitations that may affect the safe operation of the rig.  Maintain an adequate supply of spares to fulfill maintenance requirements and facilitate a safe and efficient operation.  Record and report all non-conformance, incidents, abnormal situations, and potential hazards to Offshore Installation Manager.  Maintain proper communication with shore-based Field Support group, rig management, and equipment vendors.  Liaise with the department heads to ensure that all third party equipment is fit for purpose, certified, correctly installed, and maintained while on the rig.  Implement follow-up requirements of audits, as issued by Clients, Regulatory Authorities or rig management.  Approve all maintenance department requisition purchase orders.  Supply rig management with maintenance statistics of the vessel.  Advise on ways of making improvements to the inventory kept on the rig.  Document any and all changes to the RMS system and provide reasons for making these changes to Rig Manager via direct supervisor.  Provide input in the Survey of the vessel and ways to reduce the out of service time of the vessel.  Train personnel on the use of the RMS system to reduce error in the system.  Communicate equipment problems or breakdown information via direct supervisor to Field Support Group.

Marine Investigator - Cargo Load Out, Marine Draft Survey - Marine Expert Testimony - Failure Mode Effect Analysis (FMEA) DP Trials - Common Marine Inspection Document (CMID).  Audits that are an industry standard safety and suitability surveys, designed to reduce the disruption to the vessels operations, whilst at the same time ensuring that standards are maintained.  The detailed information collected by the accident investigation team is the foundation for the entire investigation, including the analyses and conclusions. These in turn become the basis for identifying preventive measures to preclude recurrences, Consequently, it is important to ensure that all relevant information is collected and that the information is accurate. Gathering and analyzing information is an interdependent process that takes place throughout the first three weeks of the investigation cycle. As preliminary analysis is conducted on the initial evidence, gaps will become apparent, requiring the team to collect additional evidence. Generally, many data collection and analysis iterations occur before the team can be certain that all pertinent evidence has been gathered and analyses are finalized. Investigate, report and act as an expert witness on marine and energy casualties.   Dynamic Positioning Audits and DP Vessel FMEAs (Failure Modes and Effects Analysis) can be undertaken to ensure the compliance of the vessel to the appropriate DP standards or others as required by the charterer or the vessel owner. The vessel owner should provide documentation identifying the reliability of the DP system.  The purpose of the audit is to satisfy the Company that the vessel is safe, suitable and ‘fit for purpose’ in accordance with Company DP Vessel Operations Procedure.  The DP Audit consists of a detailed survey of the vessels position keeping systems related equipment and personnel. Followed by a series of function tests and trials designed to confirm the capabilities of both the system and the operators.  Failure Mode and Effects Analysis (FMEA)analysis technique which facilitates the identification of potential  problems in the design or process by examining the effects of lower level failures. Recommended actions or compensating provisions are made to reduce the likelihood of the problem occurring, and mitigate the risk, if in fact, it does occur.  The FMEA team determines, by failure mode analysis, the effect of each failure and identifies single failure points that are critical. It may also rank each failure according to the criticality of a failure effect and its probability of occurring.

First Assistant Engineer Unlimited Tonnage and Unlimited Horsepower

Samsung 12000 Double Hull;  Drill Ship "Santa Ana"Dual A dynamically-positioned 3;  Dual Gradient Drilling (DGD) Ultra-Deepwater Drilling contractor. Responsible for planning and coordinating all preventative and corrective maintenance activities in conjunction with other department heads to avoid downtime.  Ensure that all repairs and projects are finished within the scheduled time of completion, equipment is maintained and as per manufacturer’s specifications, maintenance is complete and records are accurate to maintain compliance, that reports for repair and maintenance of equipment are accurate and complete and that annual maintenance costs are managed within the rig budget.  Carry out classification surveys as part of continuous survey of machinery.  Develop and promote effective troubleshooting condition evaluation and root cause failure analysis programs for all technical equipment.  Ensure that the permit to work and isolation systems are strictly adhered to by the maintenance department.  Promote and develop maintenance task optimization and provide feedback to technical team / maintenance manager.  Responsible for coordinating management of change for design modification of equipment and vessel.   Responsible for the loading, ordering and use of fuel, lubes, potable water and drill water.  Ensure that personnel complete tasks in a safe and efficient manner and comply with all company policies, regulatory laws and regulations.  Ensure that entries on work permits, isolation tags and logs are accurate.  Prepare budget with Offshore Installation Manager and Drilling Manager. Responsible for budgetary control of the department.  Ensure technical inventory is maintained within budget and  are kept to an optimum level and that approved rig operating procedures are adhered to at all times.

Frontier Drilling         February 2010 to December 2010 (11 months)

First Assistant Engineer Unlimited Tonnage and Unlimited Horsepower

Responsible for all mechanical, pneumatic and hydraulic equipment maintenance and that repair are done in a safe and prudent manner. I supervise more than 100 contractors/shipyard workers and over 20 crew members.  Exercise effective control and efficient operation of the technical and mechanical aspects of the rig with due regard to personnel safety, the rig, and protection of the environment.  Ensure compliance to Company policies, local and international regulations relating to the operation of the rig, and current pollution regulations.  Monitor the power plants controls and power distribution.  Ensure that the permit to work system is in place and followed.  Participate in the effective management of the Preventive Maintenance System (PMS) and ensure all records are maintained on a timely basis.  Supervise the maintenance and repair on all pumps and valves of the ballast system, thrusters, associated driven pumps and auxiliary equipment.  Plan equipment periodic maintenance according to the PMS guidelines and coordinate same with Chief Engineer and other department heads.  Carry out classification surveys as part of continuous survey of machinery.  Assist the Chief Engineer to ensuring all third party equipment is fit for purpose, certified, correctly installed, and maintained while on the rig.  I maintain an adequate supply of spares in order to fulfill maintenance requirements and facilitate a safe and efficient operation.  Inform the Chief Engineer and other department heads of any technical problems or limitations that may affect the safe operation of the rig.  Implement the outstanding recommendations from audits, as issued by Clients, Regulatory Authorities or rig management.  Assist the Chief Engineer in supplying information for maintenance and repair budget.  Communicate equipment problems or breakdown information via direct supervisor to Field Support Group.
