Leaders of Moldova say they will ask parliament for permission to declare an energy and water emergency

September 22, 2026

Moldova's pro European leaders announced on Monday that they were asking the parliament to declare an emergency for energy and water supplies due to dangerously low levels of the Dniester River, which Moldova shares with Ukraine.

After a meeting with the Security Council of Moldova, Prime Minister Vasile Tofan wrote on social media that the government will present an appeal to the chamber next Tuesday, asking for the necessary powers to be given to the administration to deal with the difficulties.

He said that allowing the government to be free to act is crucial, as Moldova gets most of its oil, gas and electricity from abroad.

"We cannot afford to wait until a crisis occurs before we start searching for solutions." Tofan wrote that this will allow the government to act at the first sign a need, and only when it is truly needed.

"The government is ready to provide water, electricity and heat for the economy and its citizens, as well as support for vulnerable households."

The Security Council was chaired by President Maia Sandu who, as the person responsible for a campaign to get Moldova into the European Union before 2030, said that its members recommended the introduction of emergency regulations immediately.

She told a press briefing that "the?share of renewable sources has increased but we don't yet have the capacity to cover consumption at peak hours."

"However, it is important that we are prepared for any changes and provide solutions no matter what happens outside the country."

Since months, the government of Moldova has been worried about low levels on Dniester.

Last month, a joint meeting of Moldovan and Ukrainian experts reduced the flow through the Dniester Hydropower Station in southern Ukraine in order to allow?irrigation in Moldova.

Last March, a Russian attack against a hydropower plant in Moldova caused an oil spillage and contaminated water systems.
