LSEG data revealed that Russian energy giant Gazprom delivered a second LNG cargo to China after the sanctions were lifted.

The small-scale Portovaya plant, with a capacity to produce 1.5 million tons per year of LNG, began operations in September 2022. The plant's exports have been interrupted due to?additional U.S. Sanctions over the Ukraine War that were imposed by the United States in January 2025. They aim to reduce Russia's revenue through the trade and disrupt its ability to produce and sell?LNG.

The LSEG ship tracking data revealed that the gas carrier Valera (formerly Velikiy Nogorod) loaded the cargo on?the Baltic Sea plant on 25 January and delivered it on Wednesday to the Beihai?LNG terminal. The plant's first cargo after a long hiatus arrived at the terminal in December. Arctic LNG-2 is another of Russia's sanctionsed plants that supplies LNG to Beihai.

Portovaya had been shipping two cargoes per month on average during winter before the sanctions. Beyond the two shipments per month to China, Portovaya has been sending a cargo to the Russian Western Exclave Kaliningrad every month since March 2025.

In the early stages of Portovaya's operations, most cargoes were delivered to Turkey and Greece, with markets later expanding to China, Spain, and Italy. (Reporting and Editing by Kate Mayberry).
