US finalizes biofuel blending quotas for 2026-27
On Friday, the 'Trump Administration' finalized a new mandate for biofuel blending volumes for 'the U.S. oil refiners. This required more fuels from corn and agricultural products, than originally proposed.
The Environmental Protection Agency has set the total 2026 biofuel obligation at 26,81 billion RINs, and 2027 at 27,02 billion RINs.
The EPA said that the total mandates included?70% blending obligations which were waived by the Small 'Refinery Exemptions Program during the compliance?years of 2023-2025.
In June 2025, the EPA proposed that total biofuel blending volume would be 24.02 billion rins in 2026, and 24.46 trillion rins in 2027.
EPA announced on Friday that foreign fuels, feedstocks, and other products will only receive half the RINs of American-made goods starting?in 2028.
The new rule brings an end to a period of?uncertainty? for both the agricultural and refining industries, whose fortunes are influenced by the biofuels policies in the country.
Farmer and biofuel producers want high quotas in order to stimulate demand for their products. However, refiners see the blending obligations as an expensive burden. (Reporting and writing by Richard Valdmanis, Daphne Psaledakis, Timothy Gardner; editing by Susan Heavey)
